The city of Kuala Lumpur, through the Dewan Bandaraya Kuala Lumpur (Kuala Lumpur City Hall), and the city of Isfahan, through the Isfahan Municipality, entered into this form of agreement.

The initial proposal for establishing this relationship was raised in Kuala Lumpur on 18 April 1993.A Letter of Intent was signed between the Mayor of Kuala Lumpur, Tan Sri Dr. Mazlan bin Ahmad, and the Mayor of Isfahan, Hamid Reza Azimian, on 18 August 1993 in Kuala Lumpur.

In Isfahan’s official list of sister cities, the partnership with Kuala Lumpur is recorded under the date 23 June 1997.

According to Kuala Lumpur City Hall’s “International Network & Twin Cities” platform, the relationship with Isfahan began with the initial proposal in 1993 and was defined to promote cooperation in cultural, tourism, educational, and urban-exchange fields.
 

Such partnerships allow Kuala Lumpur to strengthen its diverse urban culture while building connections with cities in Central Asia and the Middle East. Malaysia is inherently a multi-ethnic and culturally vibrant nation, and Kuala Lumpur itself is a blend of Malay, Chinese, Indian, and Islamic influences; therefore, a relationship with a historic and culturally rich Iranian city like Isfahan naturally fosters cultural exchange between two distinct civilizations.

شهر کوالالامپور از طریق نهاد Dewan Bandaraya Kuala Lumpur (شهرداری کوالالامپور) و شهر اصفهان از طریق شهرداری اصفهان، اقدام به این نوع توافق کردند.

پیشنهاد اولیه برای این رابطه در کوالالامپور در تاریخ ۱۸ آوریل ۱۹۹۳ مطرح شده است.

نامه نیّت (Letter of Intent) بین شهردار کوالالامپور، Tan Sri Dr. Mazlan bin Ahmad و شهردار اصفهان، حمیدرضا عظیمیان، در تاریخ ۱۸ اوت ۱۹۹۳ در کوالالامپور به امضا رسیده است.

در لیست «خواهرشهرهای» اصفهان نیز، تاریخ ثبت خواهرخواندگی با کوالالامپور به ۲۳ ژوئن ۱۹۹۷ آمده است.

شهرداری کوالالامپور در سامانه «International Network & Twin Cities» خود می‌گوید رابطه با اصفهان از پیشنهاد نخستین در سال ۱۹۹۳ آغاز شد و زمینه همکاری در حوزه‌های فرهنگی، گردشگری، آموزش و تبادل شهری تعریف شد.

این نوع روابط به کوالالامپور امکان می‌دهد تا ضمن برقراری پیوند با شهرهایی در آسیای میانه و خاورمیانه، فرهنگ متنوع شهری‌اش را تقویت کند. مالزی به‌ویژه شهری چندقومی با رنگارنگی فرهنگی است و شهر کوالالامپور نیز ترکیبی از فرهنگ‌های مالایی، چینی، هندی و اسلامی دارد؛ بنابراین، رابطه با شهر تاریخی و فرهنگی ایران مانند اصفهان، به‌نوعی تبادل فرهنگی میان دو تمدن متفاوت را ممکن می‌سازد.
