On 15 December 2004 (corresponding to 25 Azar 1383), the Sister-City Agreement between the City of Isfahan and the City of Kuwait (Kuwait City / Municipality of Kuwait) was formally signed in Kuwait.

Kuwaiti representative: Abdulrahman Al-Duaij, referenced in official reports as the Acting Director of Kuwait Municipality.

Isfahan representative: Morteza Saqaian-Nejad, the Mayor of Isfahan at the time.

The Sister-City Agreement between Isfahan and Kuwait was concluded during the official visit of the Mayor of Isfahan to Kuwait on 15 December 2004, signed by Morteza Saqaian-Nejad and Abdulrahman Al-Duaij. The agreement aimed to strengthen cultural, tourism, educational, and technical cooperation between the two cities—an event documented in official IRNA reports and international sister-city registries.

۲۵ آذر ۱۳۸۳ (معادل ۱۵ دسامبر ۲۰۰۴) — مراسم امضای پیمان خواهرخواندگی بین شهر اصفهان و کویت (Kuwait City / Municipality of Kuwait) در کشور کویت برگزار شد.

طرف کویتی، «عبدالرحمن الدعیج» که گزارش‌ها او را «سرپرست شهرداری کویت» یاد می‌کنند و طرف اصفهانی، «مرتضی سقائیان‌نژاد» شهردار وقت اصفهان که در مراسم پیمان حضور و امضا داشت.

پیمان خواهرخواندگی میان شهرهای اصفهان و کویت در جریان سفر رسمی شهردار اصفهان به کویت در ۲۵ آذر ۱۳۸۳ (۱۵ دسامبر ۲۰۰۴) توسط «مرتضی سقائیان‌نژاد» و «عبدالرحمن الدعیج» امضا شد تا همکاری فرهنگی، گردشگری، آموزشی و فنی میان دو شهر تقویت گردد؛ امری که در گزارش‌های رسمی ایرنا و ثبت‌های بین‌المللی خواهرشهرها مستند شده است.
